Standards, testing & market compliance

Most sourcing problems in this category are not caused by bad factories. They are caused by a specification that never said which standard applies. This page lists the standards buyers ask for, what each one actually tests, and how to write them into an enquiry so they are measurable.

GB/T 23147-2018 GB 31892-2015 (mandatory) EN 13830:2018 CPSIA / Prop 65 CPAI-84 / EN ISO 5912
01 — China

GB/T 23147-2018 Qingyu San (rain and sun umbrellas)

This is the national product standard for hand-held umbrellas and the one most Chinese factories test to by default. It is issued by the national umbrella standardisation committee and replaced the 2008 edition. Knowing its numbers lets you read a test report instead of trusting one.

RequirementTest conditionPass criterion
Rain resistance Rainfall (4.4 ± 0.2) mm/min, canopy rotating at (5 ± 0.25) r/min, 2 minutes No water running down the shaft; no dripping or visible droplets on the underside
Wind resistance 10 m/s wind for 30 seconds No obvious deformation, bending or damage affecting use. Ribs may invert
UV protection Tested per GB/T 18830; applies only where UV protection is claimed UPF > 40 and UVA transmittance < 5%
Corrosion resistance Neutral salt spray per QB/T 3826 — shaft 4 h, other parts 2 h Not below grade 4 of QB/T 3832
Open/close cycles Continuous cycling without failure Commonly 600 cycles manual straight, 400 automatic straight
Opening force Adult umbrella push-button 10 N to 55 N; self-opening compression force not above 100 N
Seam quality Stitch count Not fewer than 15 stitches per 5 cm
Wet colour fastness Fabric canopy colour fastness to water Grade (3-4) or better under the current edition

Mandatory

GB 31892-2015 — safety requirements

Alongside the product standard there is a mandatory national safety standard for umbrella products. It addresses the things that injure people rather than the things that disappoint them:

  • Rib tips — tips must cover the rib ends, with size and retention tested
  • Component retention — joints must not separate into sharp points or edges
  • Sharp points and edges — where a broken component could cut skin

If you sell into a market with general product safety rules, this is the baseline to reference, not an optional extra.

Above national standard

Zhejiang "Pin Zhibiao" specification

Zhejiang province publishes a higher-tier specification for telescopic umbrellas that tightens several GB/T 23147 requirements:

ItemGB/T 23147Zhejiang tier
Wind test speed10 m/s11 m/s
UPF where claimed> 40> 50
Canopy adhesionNot specifiedAdded requirement

Useful as a sourcing lever: asking for the higher tier signals that you will actually test the goods.

02 — EU & UK

European and UK requirements

Europe regulates umbrellas on two separate tracks: physical safety, and chemical content. They are different regulations and a supplier can pass one and fail the other.

EN 13830:2018 — umbrellas and parasols

The European safety standard for hand-held folding umbrellas, long golf umbrellas and patio parasols. It covers:

  • Sharp edge and sharp point test on ribs, shafts and fittings
  • Opening and closing fatigue — auto mechanisms cycled, typically 500 to 1,000 times
  • Rib tensile strength — resistance to breaking under load
  • Handle pull-out resistance under vertical tension

The UK applies the same standard, with UKCA marking in place of CE after Brexit.

REACH — chemical content

REACH (EC 1907/2006) applies to the canopy fabric, coatings, metal ribs, plastic handles and printing inks. In practice buyers screen against:

  • Azo dyes — restricted aromatic amines, commonly tested to a 30 ppm limit
  • Formaldehyde, phthalates and extractable heavy metals
  • Organotin compounds (TBT/TPT) in coatings and PVC trims
  • PFAS / PFOS — relevant to durable water-repellent finishes
  • SVHC substances on the candidate list
OEKO-TEX Standard 100 is the practical shortcut

REACH compliance is demonstrated test by test. OEKO-TEX Standard 100 screens for several hundred substances in one certificate and is accepted by most European retailers as evidence of chemical compliance. It certifies the product, not the factory, so a trading company can hold it. If your buyer asks for "REACH compliant", asking which certificate they accept saves a round of arguments.

Do not confuse CE marking with a legal requirement here

Hand-held umbrellas are generally not in a category that requires CE marking. Buyers still ask for it, and suppliers still print it, which is how non-compliant marking ends up on goods. Confirm what your market actually demands before requesting a mark.

03 — United States

US requirements

US compliance is driven by lead content, children's product rules and California's warning regime rather than by a single umbrella product standard.

Lead in coatings and substrates — 16 CFR 1303

Applies to painted metal and plastic parts, including shaft coatings and printed inks. The general limit is 90 ppm total lead. This is the item that most often fails on cheap plated components.

CPSIA — children's products

Children's umbrellas fall under CPSIA: total lead commonly limited to 100 ppm, and specified phthalates limited to 0.1% each. Small parts testing applies for young users. Third-party testing by a CPSC-accepted laboratory and a children's product certificate are required for this category.

California Proposition 65

Requires a clear warning where a listed substance is present. It is a labelling obligation, not a ban — many exporters to the EU also comply so the same stock can be sold cross-border.

Flammability for shelters

Camping tentage sold in the US is expected to meet CPAI-84, a flammability specification for tentage fabrics. It is voluntary at federal level but treated as mandatory by most retail channels and campgrounds.

Duty rates are not the only cost

US import duty on umbrellas varies substantially by classification — garden umbrellas, telescopic-shaft umbrellas and other umbrellas sit in different subheadings with different rates. Additional trade measures may apply on top. Confirm the landed duty with your broker before you commit to a price, not after.

04 — Tents & shelters

Standards for camping tents and shelters

If you extend into tents and shelters, a second set of standards applies. These are the ones buyers reference.

StandardMarketWhat it covers
CPAI-84North AmericaFlammability of tentage fabrics — burn rate and self-extinguishing behaviour. Its own labelling language states that tentage is not fireproof
EN ISO 5912Europe / internationalSafety and performance: stability in wind, water resistance of the flysheet, seam strength, tear strength and ventilation requirements
GB/T 33281ChinaTent safety requirements, largely aligned with the ISO approach
GBZ 27735-2022ChinaTent pole requirements, focusing on bending strength and corrosion resistance

Referenced standards as published. Confirm the applicable edition with your testing laboratory.

Waterproofing

Hydrostatic head, and what the numbers mean

Waterproofness is measured as hydrostatic head — the height of a water column the fabric supports before water penetrates. Tent buyers quote this number, so it pays to know the bands:

RatingReal-world meaning
Below 1,000 mmLight drizzle and sun shelters. Will leak in sustained rain
1,500 – 3,000 mmStandard three-season. Handles average rainfall
3,000 – 5,000 mmWet climates and extended trips
5,000 – 10,000 mm and aboveExpedition grade and groundsheets

ISO 5912 expresses the requirement in pascals. Roughly 1 mm equals 9.81 Pa, so a 30,000 Pa requirement is about 3,000 mm.

Materials

Polyester versus nylon, and pole choice

  • Polyester holds its shape when wet, does not sag, dries faster and generally resists UV degradation better over full seasons. The trade-off is slightly lower tear strength at the same denier
  • Nylon absorbs water, gains weight and sags, requiring guylines to be re-tensioned after rain, but offers higher tear strength at equal denier
  • PU coating is economical and allows heat-welded taped seams
  • Silicone is more durable and UV resistant and increases tear strength, but requires specialised seam treatment
  • Poles — fiberglass is inexpensive but can splinter under load; aluminium alloys in the 7001-T6 and 6061 grades bend rather than snap and dominate mid to high tiers

A hydrostatic head number on a fabric spec means little without seam sealing. Every needle hole is a leak path; factory tape-sealed seams are the norm above entry level.

05 — Test methods

The tests behind the claims

When a supplier says a canopy is "UV protected" or "waterproof", one of these methods is what should produce the number. Naming the method in your specification is what turns a claim into a requirement.

UV — important

Why the UPF test method changes the result

Four methods are in circulation and they do not produce interchangeable numbers. Asking for "UPF 50+" without naming the method is where disputes start.

MethodRegionConditioning before testPractical effect
AS/NZS 4399Australia / New ZealandTested as received, dry and relaxedOften the highest reading; may not reflect performance after use
AATCC TM 183United StatesPre-conditioning including repeated laundering and light exposure before testingMore conservative — the rating must survive simulated use
EN 13758-1EuropeNew, dry, unstretched fabricUPF 40+ is the threshold for a UV-protective label
UV Standard 801InternationalIncludes stretching, wetting, abrasion and ageingThe most demanding; closest to real use
Coatings degrade; construction does not

UPF achieved by fabric density and fibre type is permanent. UPF achieved by a chemical coating can drop materially over repeated industrial laundering — published figures put the loss at roughly 30 to 50 percent within 15 to 20 wash cycles. If the claim has to survive use, specify the method with the pre-conditioning in it, and prefer construction over coating.

06 — Classification

HS codes buyers and brokers ask about

Chapter 66 covers umbrellas and parts. Classification drives duty, documentation and — on the export side — the tax refund rate. Getting it wrong is expensive in both directions.

CodeCoversNotes
6601.1000Garden and similar umbrellasThe heading for patio and market umbrellas, and for umbrella-type tents
6601.9100Umbrellas with a telescopic shaftFolding umbrellas. Includes automatic and motorised versions classified by their shaft type
6601.9900Other umbrellasStraight-shaft umbrellas, including paper and oil-paper umbrellas
6603.2000Umbrella frames, including frames mounted on shaftsThe specifically named parts heading — rib and frame assemblies
6603.9000Other parts, trimmings and accessoriesHandles, shaft sliders, tilt mechanisms and similar

Chinese export classification as published in customs guidance. Import duty rates differ by destination — US subheadings, for example, treat garden umbrellas, telescopic-shaft umbrellas and other umbrellas differently. Confirm both sides with your broker.

One classification trap

Parts, trims and accessories of textile material — and covers, tassels, thongs and umbrella cases of any material — are excluded from heading 6603. Presented with an umbrella but not fitted to it, they are classified separately. This catches sleeve and pouch programmes more often than people expect.

Declaration elements

Chinese export declarations ask for product name, type or use (for example "rain umbrella" or "patio umbrella"), whether it is hand-held, and — on the price side — brand and item number. Have these ready when you place the order, not when the container is booked.

07 — Practice

How to write a standard into an enquiry

"Good quality" is not a specification. Three sentences in your first email will do more for your outcome than any inspection later.

Step 1

Name the standard and the edition

Write "tested to GB/T 23147-2018" or "to EN 13830:2018", not "meets European standards". The edition matters because criteria change between revisions.

Step 2

State the number, not the adjective

"UPF 50+ tested to AATCC 183 after pre-conditioning" is measurable. "UV protected" is not, and it is the wording that leads to two parties disagreeing after delivery.

Step 3

Say who tests and when

Factory test report, your own laboratory, or third-party inspection before shipment — and whether the cost sits with you or the supplier. Agreeing this in writing is what makes the standard enforceable.

Step 4

Put it in the order, not in the chat

Standards discussed over messaging and never written into the purchase contract are the ones that get argued about. This is why we confirm specification in writing before production rather than after.

What this page is and is not

This is a buyer's reference compiled from published standards and customs guidance, current at the time of writing. Standards are revised and duty rates change. We are not a certification body and this is not a compliance certificate — the test report for your order is what counts. Confirm requirements with your own laboratory or broker before you commit.

What gets tested

Frame before fabric

Wind and frame standards test the joint, not the fabric. This is the part of an umbrella a test report is really about.
